The Premier League has been marked this season by the deduction of points for clubs that have breached the rules of profitability and sustainability (PSR) such as Everton and Nottingham Forest.
The English competition board and club representatives met on Monday and agreed in principle on a spending cap. Three clubs voted against while the remaining 16 voted in favour, with one club abstaining from voting.

According to reports in England, Manchester City, Manchester United and Aston Villa reportedly voted against this new measure while Chelsea was the club that abstained from voting.
