New Juve sports chief Cristiano Giuntoli is keen on the move and has been attempting to settle on loan terms with Chelsea.
However, Tuttosport says Chelsea are insisting only on a straight sale for the Belgium international.
The Blues are seeking €40m to sell Lukaku - though Giuntoli retains hope of convincing them about a new loan arrangement.
Lukaku spent last season on-loan with Inter, which were keen to re-sign him before learning he had begun talks with great rivals Juve.
