Premier League clubs are planning to talk about bringing in sanction guidelines for breaking the current financial rules at a meeting on Monday.
This season's table has already changed twice because of things happening off the pitch. Everton were first docked 10 points for breaking the league's profitability and sustainability rules (PSR) in November. They then got four of them back after an appeal last month.
Everton have another PSR complaint this season, and Nottingham Forest should find out the initial verdict in their case next week.
Clubs are going to talk about the difficulties and uncertainty around PSR, and how it affects the balance of competition, at a shareholders' meeting on Monday.
Leicester, who are leading the Sky Bet Championship, could be charged as early as next week for breaking PSR. This could create another messy situation around promotion to, and relegation from, the top flight. Any points penalty is unlikely to be applied to Leicester's current season tally.
There are likely to be different views on whether a sanctioning framework would help. But the PA news agency understands that the topic is set to come up.
Clubs decided against introducing a framework back in 2020. The general agreement at the time was that independent commissions should be allowed to consider each case on its own merits.
