Chelsea manager Mauricio Pochettino is expecting four new arrivals before the window closes.
Leeds United's Tyler Adams should be the first while bids are being worked on for Crystal Palace winger Michael Olise and Juventus striker Dusan Vlahovic. Brighton's Moises Caicedo is also making it clear he wishes to join.
Chelsea, of course, have to meet Brighton's £105m valuation for Caicedo but Adams is a more straight-forward release clause of around £20million.
Palace have not been happy about Chelsea's approach for Olise, who is also on City's radar, but Palace want Chelsea left-back Lewis Hall on loan.
Brighton say they expect Caicedo to start their opening game.
Man City weigh up McAtee future
Manchester City are facing a decision on midfielder James McAtee's future.
The 'Salford Silva', so-called because of his resemblance in style to former City favourite David Silva, is eager to build on his stand-out season in the Championship at Sheffield United last season but it was clear from Sunday's Community Shield line-up that he will struggle for game time at City.
Cole Palmer, who has strong interest from Brighton, made a good impression but McAtee only has to look at the role Kalvin Phillips continues to have as a sign of what may lie ahead.
City are reluctant to let the talented midfielder leave but know that Wolves, Brighton, Celtic, Sociedad - following Silva's retirement, Southampton, Sheffield United and AZ Alkmaar are all interested.
Some are willing to bid for a permanent move, others will take him on loan. McAtee has shown in pre-season he can compete against top sides having scored against Bayern Munich in City's friendly 2-1 win last month.
