Sheikh Jassim reportedly wanted Manchester United to sign 10 players had his £5billion takeover succeeded.
On Tuesday, Sir Jim Ratcliffe purchased 25 per cent of Manchester Utd for £1.2bn with the deal giving the INEOS owner control of football operations, plus a say in the commercial side controlled by the Glazer family
Ratcliffe vowed to knock Manchester City and Liverpool off their perches after becoming co-owner of the Premier League club.
He said: ‘We have a lot to learn from our noisy neighbour and the other neighbour.
‘They are the enemy at the end of the day. There is nothing I would like better than to knock both of them from their perch.
‘Equally, we are the three great northern clubs. They have been in a good place for a while and we can learn from them.
‘They have sensible organisations with great people. I am very respectful of them, but they are still the enemy.’
Sheikh Jassim withdrew from the process to buy the club in October.
His camp have always maintained he was only interested in buying the club outright.
In May, it was reported by Spanish publication El Pais that Sheikh Jassim had drawn up a list of 10 players he wanted United to sign.
The Qatari was said to be interested in the likes of Harry Kane and Kim Min-jae, who both eventually signed for Bayern Munich last summer, as well as Alexis Mac Allister and Adrien Rabiot.
Argentina midfielder Mac Allister ended up joining Liverpool in a £55m move from Brighton, while Rabiot signed a contract extension at Juventus.
Napoli striker Victor Osimhen was also on the transfer hitlist, with Dusan Vlahovic a potential alternative to the Nigerian.
