The key factor in a both clubs striking a successful deal is understood to be Chelsea's determination to recoup a huge sum for the 22-year-old.
If the Blues are to sell Broja permanently this month they have told Fulham they want £50million.
Similarly, any loan deal, which Fulham are also open to, would need to include an obligation to buy for that same figure.

Talks are ongoing between the clubs as Fulham try to negotiate a lower fee, and sources are indicating that the deal is possible heading into the final hours of the transfer window.
Broja is also attracting interest from Wolves, where finances are limited amid FFP restrictions.

Ian Ladyman, co-host of the It's All Kicking Off podcast, said: 'Strikers are always the most expensive, almost always the most valuable commodity. But what I think this is about is one club being close to the PSR (Premier League Spending Rules) limit.
'Sell a player for what you know is over the top and then free up a bit of space to relax, breathe and maybe sign a player. I don't think Fulham will be going for £50million any time soon.'
